The expansion and capacitation of workplace based learning (WPBL) programmes, such as internships, apprenticeships, learnerships and skills programmes, have clear advantages in a society where a large proportion are unemployed youth with less than a matric. The formal labour market often attributes mismatches between labour market demand and skills supply to a lack of work experience. However, we know very little about whether the current system in South Africa is functioning as expected. Reflecting on a methodology previously employed to measure the impact of learnerships and apprenticeships, as well as additional analysis of the size and nature of participation in internships. This report finds that
different forms of WPBL offer valuable pathways to skilling and employment and thus policy focus should be deepened and extended. The report also argues that it will become increasingly important for DHET to institutionalise tracer type surveys across the PSET system at a nationally centralized level, to allow for more comprehensive and valid assessments of the impact of education and training on labour market outcomes.
